Hoods without the turn signals on a 69

My 69 RT does not have the hood turn signals. When I restored the car the "blanks" were painted black there was no decal on them. I see that decals are sold for the area beside the hood turn signal lights for cars with the hood turn signals. What is assembly line correct? Decals or paint?

My original paint car has decals, and the light package.  I figure it would be the same for the cars with the blank plates instead of signals.
