'69 Grill Assembly

I'm getting ready to re-assemble and install the grill and support in my '69 and wanted to get feedback on the correct order of operations. Is it easiest to install the metal grill support/frame into the body/chassis first, then add the complete plastic grill assembly or create one big assembly off the car and install the whole thing at once? When I bought the car the entire grill was off the car but assembled in the frame so I have no real reference for how things should go together. Thanks!

First assemble the plastic grille/headlight doors into the metal grille frame/healights assy.  Then mount the whole assembly onto the car.  

The chrome bumper/brackets and lower valance panel all go on after the grille assy & fenders.
