Can you tell if a 1968 charger was a factory 4 speed by looking at the VIN number?

1969 Charger R/T 440/auto (waiting to be restored)

What code is on the fender tag if it was an original 4 speed car?

On the bottom line of the fender tag there should be a number 3. My car is formatted the first line of it's fender tag as "XP29  62  3  43  C26  067978".

XP29 - Dodge Charger 2 Door Sports Hardtop
62 - 383 4-bbl V8 engine size
3 - 4-spd manual floor transmission
43 - 7.75x14 White Side Wall tire
C26 - date of scheduled build
067978 - serial number

As already said, D21 is not the correct answer. For a 1968 car, the answer is 3, as also said above.
