69 charger 440 carb

    My car was running great but now carter original carb.  It idles at 900, then when I hit the gas as its sitting in the garage it goes to 1200. Then if I physicaly with my finger pull it back it goes to 900 where I want it to be.  . Its not the choke screw, I checked that. I even put 2 springs on it and no change. Whats holding it back,,,,
