If it's a Carter, they aren't vacuum exactly. They open by air velocity.  Crack the throttle open all the way by hand and then check to make sure the secondary throttle plates are opne at the bottom of the secondary bores.  You'll have to open the air valve and look in there to verify it.  The air valve itself is restricted either by a counterweight or spring tension.  The air valve is the flap on the top that almost looks like a secondary choke.  If it's a counterweight style like an AFB, the only way to adjust it is to remove material from the weight.  If it's an AVS, you can adjust the air door by altering the tension on the spring.
It is likely working fine it's just that it is coming smoothly so you aren't feeling that four barrel kick (which isn't always a good sign anyway).

Thats no joke maybe, if you have a video camera maybe you could mount it on the fender looking at the side of the carb and run it though the gears. Not sure about the light but I guess you could rig something up. If you take the air cleaner off it help but I think that changes the opening point. Its the only safe way I can think of.

ive heard of trick where you put something like clip and then when you drive it if it jams into secondaries it means they open

Let's back up a bit Silver.  First of all, why do you think the secondaries aren't opening?  Secondly, can you identify the carb?

Just 6T9 CHGR

If its a Holley you can use a small wire ty on the rod to use as a "locator"

Put the ty high up on the rod and make a full throttle blast

If the ty moved down the rod, then the secs opened
