I'm aware of this thread, not sure what you are showing us.  The partial list with 35 VONs and only 21 VINs?  Is there a larger more complete list somewhere?

on the partial list shown VON 926028 does not show the VIN or a Wing color, is there more to the list?  or if not shown, the wing color is unknown?

Frank Wylie was in charge of Dodge marketing and public relations.   He was deeply involved with decisions pertaining to Dodge racing.     Greg can confirm, but when it came time to select Baker or Charlie for the 200 run at Talladega, that hat tip to Baker came from Frank.   Ditto with Baker getting the Petty #11 ride for 1971.    Frank is the man in the middle of this photo with Cotton Owens.
