How to remove first cover on steering column

Hello, I did this before and I forgot how to pull that cover off to get to the ign switch! I took off the C clip and all the screws but its not sliding off.

You need the steering locking plate out of the way then?

If so, it has a thin steel cap over the center hub.

Gently pry it up, you will need to reuse it.

That will expose the roll pin in the lock plate collar & you can tap it out with a roll pin punch.

After that the lock plate will pull free.
