“Fog lights” work weird

The bottom "fog" lights, or whatever they are called, started to work weird. When i them on, only one works. When i use turn signal, the opposite one doesnt work, and the one that didnt work flashes. Same goes for the hazards.

Today i removed the one bulb, and it seems to be intact.

Is there something im missing?

They are in fact turn signals

Those are parking lights and turn signal lights combined into one housing..... I'm willing to bet that you have a bad ground or two in there somewhere

The 2 screws that hold the housing to the valance.

Agreed it's most likely a bad ground.
