power drum brakes, line routing

Hey gang..
Real quick.. On a power drum car, does the transverse/crossover brake like along the firewall go over the framerail ( through the access hole on the inner fender) or under the framerail to get to the brake hose on the passenger side?  My guess it is over, through the access hole..

Here's how the crossover line is run on my power drum car, everything looks original so I have no reason to think anyone's changed it.
