Last thing you want in the fuel system, rust, chemical coatings, rust converters, etc, etc, you cheap out you'll pay the price down the line, ...buy a new tube.

Don't know what year you have but the 68-70's fuel tank neck looks to be lead coated on the inside and outside, once the coating gets scratched/pitted and exposes the steel, the  neck will get rust spots, those rust particles will go in the tank. With the ethanol gas of today, it eats out everything. I second the motion of getting a new neck.    edit: I just read that you have a '69.

Had the same problem, cleaned it up best I could and used a coating for motorcycle tanks to coat the inside of the neck.
It's been 10 years and still holds up good.

Get some smaller metal ball bearings. Drop into neck. Shake it several times. Dump out the ball bearings. By doing this it will knock out the rust. I have done this on motorcycle tanks. works great. If it does not clean up then replace.
