from the get go ive been missing the passenger side actuator and mounting bracket on my grille found one on ebay it says the rubber boot is ripped will it still work or is the boot part of the vacuum my thought is it keeps crap out but not sure

Boot is just a dust cover to protect the seal on the shaft.  Debris can cause the seal to fail & not hold vacuum.  Ask the seller to test it?

They can be tested with an inexpensive hand vacuum pump if available...    but being nearly 50 YO...  good luck  :shruggy:
