The black E coat is just a "temporary" protective panel barrier coating for the mfg to store for some time period without having it flash rust, If you want to do it right, and do it once, remove the E coating and either "prime" with an etchant primer like Dupont's VARI-PRIME, or PPG's Epoxy primer, or primer sealer/etchant of your choice, but buy a quality product

This is what AMD says:

While I think EDP is fine stuff... I don't particularly trust that's it's done to a high standard on foreign replacement panels. There are lots of stories of it coming loose or not covering fully. It's even possible that the metal has slight oxidation under the coating. At the very least check it over thoroughly. A quick Google search says to wipe it with some lacquer thinner and see if any comes off.

I inspect every reproduction part that I buy - not just sheet metal - because I don't exactly trust that assembly line workers have the same interest in quality that I do.

I leave the backsides of the panels in edp but the outside striped to bare and spayed with epoxy.



Like Troy said. Edp is great,but the prep is key. China isn't noted for there quality standards to say the least.
