1969 charger filler neck

Putting my tank back in and my filler neck does the vent line go in to the floor and sit in the frame rail? Can't recall how it looked when it was out 5 months ago it looks like it's supposed to sit in frame judging by by position it comes off the filler neck thanks for the help
