What is this part on the passenger exhaust manifold? What is it for?

When the engine is cold, it rattles and sounds terrible. Once the engine heats up, it opens and stops rattling. How do I fix the rattling?

It's on my 68 Charger's 383.

Thanks,

Chris

Heat riser, it holds back warm air in the manifold when the engine is cold, and up through the engine to
help it warm up faster and run better when cold.

My wife's car also rattles a bit so I have welded the shaft and valve wide open inside the manifold. This way
it still looks correct still, lots of people cut them off, and or weld up the outside, I have also seen people
drill out the hole where the shaft goes through and put in plugs, it just depends on you and what you
prefer to look at.
