Were should this part be installed on my 1970 Charger?

I am just about to finish the restoration of my 1970 Charger and there is one part that I cant remember the location of. Please see attached pictures and let me tell me if you have any idea were I should install it. My best guess is either below the dash or in the front engine bay.

Help Please.

Front license plate bracket.
68 Charger R/t white with black v/t and red tailstripe. 440 4 speed ,black interior
68 383 auto with a/c and power windows. Now 440 4 speed jj1 gold black interior .
My Charger is a hybrid car, it burns gas and rubber............
