1968 Charger Emergency Brake

We have a 1968 Charger with a used emergency brake we just installed.  After releasing the brake the pedal doesn't spring back all the way and you have to bring it up with your foot.  is there a spring or something we are missing or?

Adjust the tension on the cable to the rear .
Its the spring inside the drum that pushes the shoes back, thus pulling the cable back, thus pulling the pedal back up ( hopefully that makes sense )
