No. It's been messed with in my opinion. Engine compartment etc redone. That gray undercarriage primer look seems redone too.

Yes, that is T3.  Absolutely nothing wrong with that.     I'd be tempted to call and ask about the tag.  There's two screws there, someone put them there instead of leaving holes....
