Dash Pad Paint Remover ?

I just sprayed (black) my lower dash pads to my 68 Charger. They came out awesome except the lower left pad. I guess I didn't get it as clean as I thought.
What is the best product to use on the pad to either remove the paint or to scuff it so I can respray it.

The old vinyl can be fragile.  I would try mineral spirits in an inconspicuous area to get the old paint off, then wash it with Dawn.  Let it dry for a while, over a day maybe.  I wouldn't scuff it at all.
