fasteners on rear splash sheilds

I am getting ready to put in the rear splash sheild on the 68 . I have the fasteners that came in a complete kit I got. There are 3 screws with large washers on them. How exactly do these go into the firewall extension ? They are screws not bolts so I don't understand what they are supposed to thread into the holes are to big for threads to grab in the sheet metal ?

Look at the bottom of page 12 of this thread.  If the holes are too big, you can flatten out the metal around the hole to make smaller.  Or just drill new holes close to the old ones.
