Rocker panel fix question

Looks like someone ran the car up on a curb, there is a crease at about a 30 degree angle going up and at its deepest point is about 2" deep. Is the best way to fix this to cut the rocker panel out and knock the dents out and then bondo whats left or can it be done with the panel left in place?

Weld rods only the dented area and slide hammer them out until slightly proud of the surface. Grind off the rods and finish with body hammer. Get it right and only minimal filler should be needed.
