Shouldn't a stock 383/4bbl ba able to melt up the 275's tires by just flooring it?
Or is my 383/4bbl that tired?  :(

A 275 is a lot of tire to overcome.  Melting up tires is largely a function of leverage (think rearend ratio and converter) so if your stock 383 is geared right, it should be able to.

I think I can't do it on my 255s with my stock 400... I don't want try it if I'm not sure. my 400 has only 5K miles on it

My junky 360 clunker car(orig 383) with carb linkages only halfway hooked up will smoke 275 tires if I turn right or left. I credit the sure-grip rear. (I really need some linkage work on my WVA car!)

not  at all , if you have a bad converter / cam combo  it may never be able to do it even if the engine is perfectly heathly

I have a 68 383 with 4bbl carb. It was difficult to spin the tires with .276 gears.  I placed .355 gears in with the stock converter. It has much better acceleration but is still difficult to do a proper burn-out.  The timing may still not be advanced enough.  :-\

Again, if the converter and cam don't match each other and a rearend ratio to take advantage of it, it may never light the tires.  It's all a package.

My uncle has a Mopar 360/380 crate with 275/60's and I believe some 3.55's. He can smoke the hell out of his tires. Given the 3.55's help but his combo is all matched to each other.
