1968 Charger heater box lower dash cover P/N 2837638

I'm trying to install this cover on my lower dash on my 1968 Charger. However, I can't seem to get it to fit in the right position. My car is non-A/C. Does this particular cover only work with A/C cars? If so, is there a way I can modify the dash frame for this cover to fit properly. Would really like to cover up the heater box as much as possible, if possible.

Correct, and that stud is on AC boxes only.
Adapting it to a non air box will require some fab work, if its even possible / plausible
