Agreed, it could have been a "gaff" that happened during the resto assy, or like some (seems most) restos the parts are worked/painted in pieces, only to find problems during the "finished" assy and then it's too late to correct, or perhaps that's the way it was from day one?

These cars were perhaps the most slapped together cars assembled back in the day, workmanship often left a lot to be desired in regard to fit and finish, so anything often done during a resto to correct is an improvement, unless one wants it to be left as "original"
