steering column lower bearing

on a 1969 power steering cars column, floor shift is the lower bearing suppose to be pressed on.   I had to press the old one off and when I received the new one I was surprised to see it slip on without being pressed.  is my new bearing bad or is this normal

I recently swapped columns in my car and had to swap the shaft from one to the other and I didn't need a press so I would say it's normal.
