I looked at this '69 Charger today and there seems to be something missing under the front bumper. Any ideas?

license plate bracket or similar?

I think that you're right. From that angle, we should be able to see at least a fraction of both.

The Aquamax...yes, this bike spent 2 nights underwater one weekend. (Not my doing), but it gained the name, and has since become pseudo-famous. :)

Red hole is for bumperettes....yellow hole is the bumper bolt mount to the bumper bracket
