Hagerty is a decent neutral source and they keep up on values.  

#4 Fair is probably closest to the condition of this car (click on the line to see their definition).  They show ~$23,000 plus 20% value adjustment for 4-speed, or $27,600.

I agree.  Sorry for your loss!   Hope his son will enjoy the car as much as his dad...
The only problem with the appraisal is, as has already been pointed out, they are usually over estimated on classic cars.  I have seen this myself many times.  They want to be sure they can replace the car and keep you happy, and so go way over so that they can be sure you can find a car of the same quality for the money they appraised your car for.  The trouble in this case is that the son who wants to keep the car will be forced to overpay for it based on an appraisal.

Now that source gives me more of what I am looking for.

NADA has a classic cars guide too, and what I like about them is you can put it what the car was originally and any options added (383 to a 440 for example).  Again the come in with a avg retail of $27,000.

sorry for your loss   I just went though this with my dad he had three cars to get rid of  the family wanted them and I had them agree to a price so no one was up set  I think 25000 would be a fair number for the car  if you are the executor you can put a fair price on the car of what you think it is worth    I know your trying to be fair with the kids just do what you feel is right in the end you'll feel good about honoring your brother

many here eat..sleep, dream Chargers and get up and think some more.  Their thoughts have value in a perspective.  Avoid full boat listings, but a scope ebay completed items on color changed non RTs should land you close as another comparable.  If it were me and for me, I would see any value in paying for appraisal unless the executor felt it's value/liability... without getting in the weeds.  A son wants his dads car, feels warm and fuzzy..if it can work out.
