Inner Fender Plates

Members, I am getting ready to undercoat the wheel wells on my 1968 Dodge Charger R/T.  My first question is the placement of the inner fender plates.  These plates fill the holes at the bottom of the inner fender.  I know that one pair is rubber and the other pair is metal. 
First Question: 
Placement of the metal plates - inside or outside inner fender?
Placement of the rubber plates - inside or outside inner fender?

Second Question:  Were the plates (both rubber and metal) attached to the car when the car was undercoated at the factory.

Any assistance would be greatly appreciated.

Drivers side rubber on the outside, passengers side rubber inside (engine comp side) Front metal plates both on the outside
Not sure about undercoating on the shields
