For a power cruiser, which would be smarter to use...polyurethane upper control arm bushings or the Moog offset rubber bushings?

Offset. These old cars need as much positive caster as you can dial in to them. The caster will create more noticeable results than the urethane.

How do you adjust the Moog offset rubber bushings?

I am looking to replace all the bushings in my 69 Charger and am looking for advise.
Whats wrong with stock style bushings?

The idea behind these it to swing the balljoint in the uca's backwards, towards the firewall so to speak.
This to increase positive caster as said above.

positive caster has a large influence on bump steer and straight out stability of the vehicle.

NOS is nice, turbo's are neat, but when it comes to Mopars, there's no need to cheat...

Nothing is wrong with the stock bushings, but one of the big shortcoming in the classic mopar design is the lack of adjustability the upper arms have. The offset bushings gain a couple of degrees of additional adjustment without having to pay big bucks for new control arms and retaining a stock look.

Additional positive caster create improved high speed stability, creates additional steering effort to offset some of the mopar over-assist, improves return to center characteristics when exiting turns, and increases dynamic camber gain under compression to better keep the tire upright against the road surface. All positives in my book.

So if I were to install these offset bushings, who adjusts them?
Me, or the guy at the alignment shop?

The bushings are not adjustable. The gains they allow are due to how they are installed.
