Is this supposed to come apart?  I know what piece is supposed to be attached to the rest of the steering column however it must have 'fell off' the steering column in the past four years?   Is it normal for the tail to come off the column or?  Also, I have not found the 'tail' piece so if it supposed to come apart does someone have one?

I was able to get it figured out...  :)  YES... this IS supposed to come apart.  :)    Thanks all.
