How to post pictures that is a cut out from a movie?

I'm terrible with technology but i want to be able to post pictures that i saw in a movie or something?

I got a hang of resizing and renaming pictures,but i do not know how to post a pictures from a movie where i see a charger in the background.How do i post it here?

If you can pause the movie at the spot you want to capture on your computer, then you can probably use a screen capture or a snip tool to cut out the image.  If you are using windows, search to see if you have the snip tool.
