What Do You Call This Strap?

Black one at the bottom.  What do you call that?  Looking for a large size one for side of the console to hole seat belt.

They're usually called "wire harness retainer straps".

Those look like the ones that go in the engine compartment.  They hold the various wire bundles down to the inner fenders.  search "engine compartment".

I started the post on various sites and FB about those seatbelt straps. They are very elusive to say the least.
The one you pictured is an E-Body heater hose strap that you can get in kit form like you showed or loose from RT Specialties.  I bought a few from RT and got one to work in my console today. It isn't easy for two reasons.
1. They are shorter than the right one but will hold the belt.
2. They are a super Bi%^h to get in the hole.  I had to put a little WD-40 on it and actually tap it in. Ruined the first one in the process but got a second one to hold.  Haven't driven the car to see if they will hold up.
