Mopar Micropod II.
Just curious as to what to do with this.  We recently bought a 2015 Dodge Charger Ralleye.  It had one installed by the emergency brake. 
The yellow tag said to remove before operation.  My 2010 Dodge Charger Ralleye did not come with one of them.

I don't think that's supposed to be there. ??? It's a diagnostic tool used by the dealer. Sell it on eBay - they're $$$! :P

Or maybe give it back to your dealer before they fire the tech for losing it?
