Well... there is a setting to limit the size of avatars but I don't have any control over the size of pictures in the sig line. Here are the best options I can come up with:
1. I can disallow signatures and/or make the text limit so small that it hard to post a URL. That only punishes everyone  for the actions of a few.
2. People can send me complaints and I'll have a discussion with the offending party and/or delete the pic. I can't track down everything on my own.
3. You can turn them off yourself. Go to your profile, click on "Look and Layout Preferences" in the menu at the left, and then check the box that says "Don't show other users' signatures." Be sure to save it. The only thing is that it hides ALL signatures from view.

You dont have to worry now, he's gotten rid of his signature!
