daytona superbird headlights

i recently aquired a 69 daytona and 70 superbird. on the daytona the headlights dont come up they do turn on. on the superbird when the car is off they dont stay down (both are real not clones)
if it was easy anyone could do it

A few things vac hose at engine or vac reserve can under battery vacuum switch at headlight switch .Hoses  actuator at head lights .You can disconnect at head light and use a vacuum source and go direct to headlight actuator see if it works in both up and down direction .If you can see actuators they original used a#961
