Neither, it is more like satin, same as dash.

They called the paint finish 'suede'. What year of car? Some paint info on it is available, but knowing the model year helps.

I used rustoleum 7220 on the dash, wonering if I should use the same on the steering column

For '68, this is what I can offer you.

As mentioned,  looks like the same stuff that was used on the lower dash.
