Tie the cell phone company to the liability in the accident. If you are moving from cell to cell above 5 mph most of us would be driving. I suspect the phone companies would have software in place to break the connection to your phone if driving as soon as  this became a law.

That's statist, totalitarian talk right there.  We as a people just need to grow the hell up.  Taking away liberties for safety is like cutting your nose off to spite your face, or totaling a car to fix a rust issue.  Again, people just need to grow the hell up...
