I had this happen on my cutlass, i thought it was the switch, so i disconnected it from the shifter, and they still stayed on so it must have been a short.... i never fixed it, i just disconnected them

remove the neg battery terminal, take the connector off the reverse switch and with the car not in reverse, put a continuity tester across the terminals. They should be open. If not, shorted switch or wrong one. If it is open like it should be it is being powered incorrectly.

Always on? Even with the ignition switch off? What year?

If the BU lights shut off with the ignition and if it's a '69 or later, the problem is probably a broken plastic shoe on the rooster comb.
