Water neck gasket?

 I decided to change my thermostat today so after taking the water neck off I was a little confused to see the degraded gaskets above and below the thermostat. It appears that there was a blackrubber gasket on top of the Mancini water pump where the thermostat drops in. Is that right?

If the thermostat housing (water neck) has a shallow counterbore, the thermostat sits on top of a single gasket and the rim of the thermostat fits in the counterbore.
