69 Charger Headrests

How can you tell if a 69 Charger originally came with head rests on the bucket seats? Is there a fender tag code or is this only shown on the build sheet? I think someone told me that head rests were introduced in the 69 model year - if so, at what point i  production did it happen?

It became mandatory in January 1969 but prior to that you need to see the broadcast sheet.

My November 1, 1968 built RT does not have head rests.
