Which was 1,600.00 cheaper than last time. The guy who won the bid last time said the seller backed out of the deal.

Maybe, but compared to the $70-100k finished cars I'm seeing, even at high $20s for a solid starting line, this car may not be all that bad. Sure the color combo and engine aren't top notch, but for someone contemplating a make over or engine upgrade, this isn't a bad starting point.
