I actually didn't realize the A4 didn't require buffing in '69, but that is indeed the case.

Without getting into special-order colors, L1 Beige was not available (in the '69 Charger line anyway).

According to the E-series engineering graphics, other non-standard/available colors -- outside of a special-order -- for 1969 Chargers were:
A9  Dark Gray Metallic * IMPERIAL ONLY  **PLUS CHRYSLER C-BODY
B9  Dark Blue Metallic * IMPERIAL & Dodge c-body ONLY   **PLUS Y07 CANADIAN EXPORT CHRYSLER C-BODY
E7  Briar Metallic * IMPERIAL, Chrysler & Dodge c-body ONLY
F9  Dark Green Metallic (same name as F8, but that's what's on the chart) * IMPERIAL ONLY "dark emerald metallic"  **PLUS Y07 CANADIAN EXPORT CHRYSLER C-BODY
K2  Vitamin "C" Orange (I still contend this is a different color than 99 Omaha Orange) Plymouth b-body only, possibly Road Runner ONLY  No mention of 'Runner only, on this chart anyway - just B-body Plymouths as you stated (R)
M9  Plum * IMPERIAL ONLY
Q4  Lite Turquoise Metallic * IMPERIAL, Chrysler & Dodge c-body ONLY
Y5  Light Gold Metallic unknown by me?  *CHRYSLER C-BODY ONLY
Y6  Medium Gold Metallic * spring '69 Plymouth c-body ONLY
Y7  Chrome Yellow unknown by me?  Listed as a new-for-1969 (EY7) available color for only Dodge & Plymouth B-Bodies (R, W) - can't say I've seen this color myself

Not that I've seen any L1 - "beige" '69 Chargers, it is listed everywhere as a STANDARD '69 b-body color & I can find NO mention of a Charger exception.  :shruggy:   L1 is listed as available on V, L, R, W, P, D, C & Y models
"Omaha Orange" is a basic non-metallic fleet color offered by most manufacturers, think "safety orange".  It was the color of Michigan's DOT trucks (& others) back "in-the-day", still used currently by some departments.  (E)K2 - "vitamin C" & "go mango" are very similar to "Omaha orange" plus metallic.

It would be interesting to see the verbage on the engineering drawings of the above colors as far as being available outside of the above listed vehicles.  They would in fact be Y39 "Special Order Paint" and be subject to a cost if ordered in quantities less than 50 (fleet order size)on a Charger.  I'm sure other colors from other manufacturers or corporate identity colors for businesses would be on a different "Special Order Paint" cost schedule.

The known EA4 & EA9 '70 B & E-bodies are all coded 999 & Y39.

It's interesting to see that some of the formerly Imperial ONLY colors were expanded to CANADA spec. Chryslers specifically.

I wonder if the (E)Y7 was the "taxi cab yellow" that the HURST converted '69 New York City Coronet taxis were painted??  :scratchchin:

Looking at the production numbers on the XH29C0G Chargers, I came across one that I forgot that they had made:

FM3 Paint - Panther Pink**      1 built     0.6%     Paint - Hi Impact (see bottom)

I realize that any vintage FM3 Mopar is rare, but that one is a real oddball...

Is this the 225 slant six, 3 on the tree car? With Tan interior?

It is one of the 181 XH29C0Gs that was made according to the 1970 Charger Registry site, as the paint numbers are not broken down by transmission.  It does not have a breakdown on what that particular car has other than the paint.  So, it could very well be the one that you are mentioning...
