K Frame Bushing replacement issue

On two of my bolts going into the frame rails, the nuts welds broke loose, so I cannot loosen.

Is the only way to get the bolts out, is to go cut the frame rails?

If it was me, I would cut the head of the bolt off so I could get the k frame off. Then you could just cut a small square out of the bottom of the rail, re-weld the nut back on and put the same piece back in. That prevents any work on the outside of the frame rail. Obviously you will need two more bolts but they are pretty easy to come by.
