Adding Back Trimmed Wheel Lip

So this is the opposite of cutting or rolling a fender lip. In this case, the factory original folded-over part of the lip inside the wheel arch has been cut or ground back about maybe 2/3 of the original width. The outer part of the fender is perfectly normal...you don't notice anything unless you're paying attention to the detail of that inner radius of the fender that arches around the tire on the inside.  Only that thin strip that's bent 90 degrees and runs parallel to the ground has been ground/cut back to accommodate a larger wheel/wider tire. I want to replace that missing thin strip back to factory...and I don't want to replace the whole darn fender in the front or, even worse, do a patch or quarter panel replacement in the back, since these are all factory rust-free fenders. What do you suggest? I can't do it, but could a good sheet metal guy bend a half inch or so strip of similar thickness in a radius and weld it to the narrow lip that's still there, grind the weld scar smooth, and then repaint? Thanks.
