Yes, factory correct on a few.  This shows up on the fendertag on account of the extra stamping step required to make the correct hood for this option.  My 1st 70 Charger R/T had them stock.  My girlfriend (at the time) totaled that car.  I
bought another 70 Charger R/T before I sold the remains of the 1st.  My steps list is an account of how the hood pins migrated to the 2nd R/T.  Every missing screw on the 2nd came from the 1st.  I also swapped the tail light valence trim.  My 1st R/T had the R/T emblem in the middle of it, while my 2nd R/T (an SE version) simply had the 'Charger' emblem.  This was all back in 1984.  Speculation of what is correct for a R/T SE version is inconclusive that I am aware of.  As for hood pin scuff plate mount orientation?  Both + & x are correct.  I made template to duplicate exactly the orientation of those screws when transferring them.  About 7 degrees off from + towards the center is what I have.
