No he's trying to drum up business. The price is so high because he doesn't want people bidding on a car that doesn't exist or doesn't belong to him, he just did the work on it. Really piss poor ad.

Although I don't think it's his intent to sell, RM23N1R122495 looks like it is actually for sale here, just priced to keep guys from bidding and possibly gain some business instead.
