Two questions:

Could a full 70 cruise control system work on a 69?

Could a 70 system be used with the 69 servo with much modification?

The '69 servo is a one-year-only unit, so the "system" won't interchange but by mixing parts from different years you can get a working setup. The servo mounting brackets are pretty much body/year specific as are the wiring harness and (sometimes) the turn signal stalk/switch and speedo cables.
Pardon me but my karma just ran over your dogma.
