Shot black paint over all the rusty parts and a quickie body job on the outside.  I'm no body man but when I see the body line starting to vanish on the 1/4 panels and rear valence caps carved out of bondo along with a black engine bay and black underside "resto", I start to get uneasy.  Factor in that a dealer is offering it and I get more skeptical.  It could be a solid car but I doubt it.
Whatever you do, do not go look at it without an influential devils advocate.  Bring a friend who knows bodywork and hates Mopars, if he greenlights then make an offer.

Looks like a nice ride for the price.  My concerns would be number one...why would you paint over rust like they did and what else did they cover up with paint?  Also, why would you make the body look nice and not even clean up the bottom of the car?  This just gives the whole car the look of a quickie cleanup job and not a serious restoration.  Then of course you have the "Chevy" paint job in the engine compartment....black paint and not body colored paint.   As others have said, bring someone that has no emotional ties to the car or its sale and let them look it over.

Take the time to go look at it but leave all your money at home
Look it over real good and take some pictures then go home and think about it for a week
If you still think it is a good idea then call the seller up and make an offer
At the very least you will have something to compare the next Charger you look at to
$20 000 is a lot of money and if this one does get away from you there will be another one come along
You should not be too sad if you do miss this Charger as there are some things on it that are going to need more money in the future

Go to Cars online and FIND Hemihamptons 1970 Burnt Orange "survivor" R/T Charger.
ANYTHING you do to that Car at $29K is "Money in the Bank" !

Triying to give mine away @$17k and it at least has disc brakes, 5 speed, etc.
this car is a little high simply because I hate flippers that think they can make a living of this hobby.

I find anything over 10-13K tends to sit on the market for a lil bit; unless of course it's a really GREAT deal.  Look at how long decent GM/Fords stay posted before they sell.  I've seen similar with Mopars.

Dave, you remember that purple 70 track car that was up for 18,500$ for months? 

Mind you, I also remember when that car was only 8000$ from the guy  who built it...  That was the one I let slip through my fingers in 2011, but in the long run I'm better off (really just wanted a 68).

I'd be looking at the 70 survivor car previously mentioned ,
this is just a good starting point,
tarted up complete surviving car, lots of cruddy stuff you cant see because its been covered up, in the edge of shots can just see enough of the sills area's to put me off
left rear lower qtr extension patch has been done too low and they bondoed the rear valance to match ,
ignore the shiny paint , look at the car for what it is ,
nice starting point,
and you will have to undo all his work in trying to cover things up
$ 5 K, and not much more

I guess I will wait a bit. And truthfully, only once in a great while does a well priced one come along.

Thanks for the rust check. YEARS ago, a guy I knew, had a nice Barracuda. After 5-7 years the up north rust started showing, and it basically fell apart.

Some people see this as a blue Charger with some rust "bubbles".  

Here's the way I see the same charger....

No paint.  Gaping rust holes.  

Once you get into to stripping this car down it will cost the same amount to fix whether it was painted blue, in primer, or no paint at all....and that rust that was just "bubbling" might as well be the size of a Sunkist orange because it will have to be addressed the same way.

For me personally, the price should be much lower for a car like this ....because nobody knows what the hell's hiding underneath all the bondo and paint!   :scope:  I'd rather find one in a farmers field... that take a gamble with this Jack-in-the Box for $20K.....especially a dead common 318 Charger 500,  with its a/c parts missing. The coolest (pin intended) part of this car.  

Run away from this car.  Its a nightmare. Even if you hit him with a $12K offer.... you will most likely be upside down after the cost of restoration.

Your a little harsh there...12k come on now theres cars worse than this that need an engine, tranny, floor pans, and quarters getting 10k in the farm field as you said.  This car at least runs and drives and at 12k is a good deal, but not at 20k.  Your looking at this car as full restoration vs a driveable car and which it is.....
