I cant get my brakes to bleed up.
My question is it normal for brake fluid to squirt out the top master cylinder when the pedal is pressed down.

I think the answer to this is yes,
But the lid should be on when press brake pedal , did you bench bleed it first ,

Yes, fluid will squirt up when the pedal is pressed down.

I also question if you bench bleed the master cylinder.

Motive has a great pressure bleeder system for the DIY'r.  Once you go pressure bleed, you will never pedal bleed again!

That's normal if the mc top is off, just be careful not to get any fluid on your paint. I agree on a Motive Power Bleeder, it'll make the job much easier.
