0 - 1970 model year.

C - Jefferson, MI assembly plant which only made large cars, so it is from a C-body or possibly an Imperial.

its the matching numbers block for my grandpa's anti performance roy rogers grey hat special bigger than a c body , could'nt clear this car off the lot
until you came along with the bad eyesight    i'll give you fifty bucks for it , twice what I paid for the rest of car
