Yes it was passed.  The law basically makes it illegal for any person to state they received military decorations/honors with the intent to deceive, collect monies from government programs (or civilian programs) or any other tangible benefit through convincing others they received special military awards/recognition they did not rightfully earn.

Unfortunately, it doesn't make it illegal for a self appointed "automotive historian" to write stories about seeing a car that never existed.....

That's called fictional reporting, or just being delusional...  :D
